An operator-facing command joins state creation, PBE decision, bounded adapter enforcement, receipt persistence, and independent verification.

PBE can return ALLOW, HOLD, or REFUSE through a real local operator path.

CU-001 controlled use

The first mission condition is complete.

The goal was to make the local PBE gate real before broadening the system. CU-001 crossed that threshold.
